EAST LANSING, MI – When East Lansing City Manager Ted Staton looks back at how his city fared in 2009, he refers to the Charles Dickens classic, "A Tale of Two Cities."

The "best of times" factors include the Entrepreneur Magazine story naming East lansing one of the nation's 10 best college towns for starting a business.

The "worst of times" come in the form of state revenue sharing cuts and the resulting budget cuts, including 130 employees voluntarily taking five furlough days.

Staton talked with WKAR's Scott Pohl about the impact of the furloughs.
