Detroit Mayor Dave Bing has announced a one-month income tax amnesty to encourage people and businesses to pay what they owe for past years.

Bing said Wednesday that those who owe money have until Feb. 22 to pay without penalty.

The Detroit Free Press reports that the program begins Tuesday.

Bing says "now is the time" for people to settle up and to save money in the process by avoiding late fees.

The mayor's office says it expects to raise $4 million through the income tax amnesty program, part of a move to overcome a persistent budget deficit that has Detroit's financial management under state review for a possible takeover.
