Lawsuits Challenge U.S. Spying Program's Legality

Two civil liberties groups file lawsuits against the Bush administration, charging the government's domestic spying program is illegal and unconstitutional. The suits say the surveillance program has had a chilling effect on free speech, even for people who don't know if they have been monitored. The groups are asking for a court injunction to shut down the effort.
