The state says the seasonally unadjusted unemployment rate has moved lower in Michigan and is down in 16 of the state's 17 major regional labor markets.

The Michigan Department of Energy, Labor and Economic Growth released a report Tuesday for October. It says statewide joblessness stood at 12 percent, down from 12.3 percent in September.

It says regional rates ranged from a low of 7.8 percent in the Ann Arbor region to 13.5 percent in Northeast Lower Michigan.

The state's seasonally adjusted jobless rate for October announced earlier was 12.8 percent, the first time since March 2009 the rate was below 13 percent.

A monthly survey of employers indicates that seasonally unadjusted payroll jobs in Michigan rose by 40,000 in October to 3.9 million.
