DETROIT –
A tentative cost-cutting deal has been reached between Detroit Mayor Dave Bing and a coalition of unions representing non-uniformed municipal workers as the city tries to
convince the state that an emergency manager isn't necessary.
Bing says in a release Thursday that the agreement is "the first meaningful step in achieving the necessary concessions and structural changes to resolve the city's financial crisis."
Bing had been seeking health, pension and other concessions. Union members still have to review and ratify the deal.
A preliminary state review showed Detroit had a nearly $200 million general fund deficit. A review team is trying to determine if a financial emergency exists. From its findings, Gov. Rick Snyder will decide whether Detroit will get an emergency manager.
