Phoenix police routinely used excessive force, DOJ says

A sweeping new report from the Justice Department reveals a pattern of racism and excessive force at the Phoenix Police Department. The three-year probe followed a series of high-profile incidents of misconduct and one of the highest rates of officer-involved shootings in the country.
