Members of Congress are back in their home districts for the holiday break. Just before they adjourned, lawmakers passed, and President Obama signed, a $1.1-trillion federal budget.  The massive omnibus spending bill averts a feared government shutdown, and it provides funding for several key priorities in Michigan.

Among other things, the package includes $100-million for the Facility for Rare Isotope Beams under construction at Michigan State University, and $1-billion for Great Lakes projects.
