President Obama and Republican lawmakers failed to break their budget impasse Tuesday, hastening the threat of a government shutdown. Judy Woodruff talks to House Budget Committee Chairman Paul Ryan, who unveiled a plan calling for deep cuts and dramatic changes in federal spending on social programs.
